As of 1st September 2018, all Target Risk cargo manufactured in, or shipped from, Target Risk Countries will be subject to measures of some kind.
In short, all “Target High Risk Goods” shipped as LCL, breakbulk, open top or flatrack containers will require mandatory offshore treatment. That is, fumigation or heat treatment at origin. Target High Risk Goods shipped in any of the above manners that are NOT treated at origin, will be directed for destruction or re-export by DAWR, at the importer’s expense.
All FCL or FCX (consolidated FCL) “Target High Risk Goods” will require offshore or onshore treatment. That is, treatment can take place at origin, or on arrival.
All “Target Risk Goods” will be subject to heightened onshore intervention through random inspections and, possibly, further treatment.
This year, there are many more risk countries and many more types of risk cargo. This means that there will be considerably more DAWR intervention over coming months.
The Target Risk Countries for the 2018-2019 BMSB season are:
- United States of America
- Italy
- Germany
- France
- Russia
- Greece
- Hungary
- Romania
- Georgia
- Japan (heightened vessel surveillance will be the only measure applied).
The Target High Risk Goods for the 2018-2019 BMSB season are:

Please be aware, the costs for treatment, inspections, and any other measures imposed by DAWR, are borne by the importer. Given the huge quantity of cargo moving into Australia from these countries, we expect that there will be delays to all import cargo.
Our expectation is that LCL cut off dates in the Target Risk Countries will come forward by several days to allow for receipt of all cargo, consolidation and treatment. This will mean cargo must be ready earlier in order to sail on the intended vessel.
We also expect that there will be long delays for delivery of full containers of High Risk or Risk cargo requiring treatment. There are only so many Approved Establishments where fumigation can take place, each with limited space to place containers for treatment. There are also only limited fumigators to actually treat the cargo. As such, we imagine it will be a first come, first served scenario, and containers that need to be treated will have to wait in a queue.
We do not anticipate shipping lines proving any leeway with container detention during this time, so please try to unload containers as quickly as possible once received and, unfortunately, expect that detention charges may be applicable.
At this time, BMSB measures only apply to sea shipments. Airfreight is not affected.
